Imperial Council

The Imperial Council, also called the Divan, was the de facto cabinet of the Ottoman Empire for most of its history. Initially an informal gathering of senior ministers presided over by the Sultan in person, by the mid-15th century, it became more firmly regulated. The Council consisted of Viziers, or government ministers, and was chaired by the Grand Vizier, who was the Sultan’s deputy.
